Dear Mr. Smith, This email is to report a concerning incident that has left me and my family feeling unsafe. At 2:59 PM today while I was weather proofing our storefront due to the tornado watches issued, Casey Sloan walked by our office and asked if I was building a swimming pool or a sandbox. I was very cordial and explained I was trying to prevent water from entering the building and politely inquired if he had any ideas or advice. He stated he had no ideas or advice at which point I noticed Carl coming to join him. I thought it would be prudent to video any further conversation due to the previous police incident that occurred on April 23, 2024, at approximately 10:00 AM. So, I took out my phone, started the recording at which point Casey started walking away and told Carl it looks like he’s building a swimming pool or sandbox to which Carl laughed. I was 100% ok with this; I was just happy they left me alone. However, this evening, after all the construction crews had departed, Mr. Casey Sloan circled our storefront multiple times at 5:04, 5:07, 5:08 and 5:11 PM. This behavior, along with my knowledge of his past arrest as reported in the Marshall News Messenger, caused a significant amount of concern and was making me very uncomfortable. During the latest lap I decided to walk across the street to the Wiseman center where there were other people. Mr. Casey Sloan stopped, exited his truck, and started taking pictures of me and of my property. After finally returning to his pickup, he sat for an extended period of time making me feel leery about reentering until he departed, of which he didn’t do until I flagged down a police officer that was driving through the intersection. Mr. Casey Sloan then immediately departed. After explaining the situation to the officer, he advised that he wanted to go speak with him and turned his car around and drove off to do so. The officer returned later stating he was not able to locate him. My wife has become extremely concerned so I called a friend who is prior law enforcement who advised me I have a serious situation on my hands that should not be taken lightly or ignored. Given the gravity of this matter, I implore that the contents of this email remain strictly confidential among the recipients listed herein. I respectfully request that this information not be disseminated to anyone, including Eric Powell, due to the significant safety concerns I have for my family. I sincerely hope this issue is taken seriously and handled accordingly. If there is any reason for Sloan construction or any of their immediate representatives, not including their subcontractors, to approach me or my building, I’m asking for city officials to be with them.
